Alemayehu Tefera WWC has been given a flood protection works contract worth ETB 199,953,016.32 by the Ethiopian government through the Ministry of Water and Energy (MoWE) as part of the Ethiopia Flood Management Project (P176327). Under the World Bank-financed credit IDA-E1240, the contract, which covers Lot 2: Omorate Flood Protection Works of the Omo-Gibe River Basin, was formally awarded on October 2, 2025, and published on October 19, 2025.
Overview of the Project
The goal of the Ethiopia Flood Management Project is to improve the nation's ability to control and lessen frequent flooding, especially in river basins that are susceptible, like the Omo-Gibe Basin. This programme is a component of Ethiopia's larger plan for water security and climate resilience, which focusses on disaster preparedness in high-risk areas, watershed management, and flood prevention infrastructure.Protecting lives, livelihoods, and farmlands throughout the South Omo Zone - an area that has historically been vulnerable to severe flooding from the Omo River and its tributaries - will be made possible by the awarded Omorate Flood Protection Works package.
The extent of the agreement
The design, building, and restoration of flood protection structures along significant Omo River Basin segments are all included in the Lot 2 contract. The following will be among the works:-
building levees and embankments to stop floods from overflowing;

stabilisation of riverbanks and prevention of erosion;

restoration of current flood protection infrastructure; and

Protective dikes and drainage upgrades close to Omorate town.
Given the urgency of finishing necessary protection work before the next flood season, the contract has a six-month duration.
The successful bidder
Alemayehu Tefera Water Works Contractor (WWC), a domestic Ethiopian construction company with headquarters in Addis Ababa, was given the project. WWC is renowned for its proficiency in hydrological and civil works, including infrastructure for flood control, irrigation, and water supply.After a competitive Request for Bids (RFB) process, Alemayehu Tefera WWC's proposal, valued at ETB 199.9 million, was chosen as the most economical and responsive offer. Among the rival bidders were Manalegn Mamo Water Works Contractor, whose bid was judged non-responsive, and Wada Engineering, whose assessed bid was ETB 217.4 million.
Purchasing and Funding
The World Bank's international bidding guidelines were followed during the procurement process, guaranteeing openness, competition, and adherence to social and environmental protections. In southern Ethiopia, flooding continues to be one of the most urgent climate-related issues. It is anticipated that the Omorate Flood Protection programme will lessen the financial and humanitarian burden of seasonal floods, which have frequently destroyed infrastructure, uprooted households, and damaged croplands.The project supports Ethiopia's National Adaptation Plan (NAP) goals and long-term disaster risk reduction goals by bolstering flood defences in the Omo-Gibe River Basin.
