- Tenders are invited for Audit of Accounts of Care Ethiopia. CARE Ethiopia is an international humanitarian organization working in Ethiopia since 1984 undertaking large-scale emergency and development programming. CARE Ethiopia works in a variety sector but has particularly targeted: 1) Food Security and Resilience, 2) WASH, 3) Nutrition, 4) Sexual and Reproductive Health, and 5) Emergency Response as cross-cutting. Concentrating on these target sectors has enabled CARE to ensure focus and coherence in its programming. CARE Ethiopia is an affiliate of CARE USA with its home office based in Addis Ababa. CARE Ethiopia has operational offices at East Hararghe, West Hararghe, South Gondar, Sidama, Borana, Afar, Filtu Alamata ,Adigrat & Metu . CARE Ethiopia-s estimated average annual operating budget is more than 50 million USD, including in kind contributions such as food commodity operations. CARE Ethiopia was registered by the Federal Democratic Republic of Ethiopia Ministry of Justice Charities and Societies Agency as Foreign Charity in accordance with the Charities and Societies Proclamation No. 621/2009. CARE Ethiopia is also under process to re-register with Civil Society Organization Agency as per Proclamation No 1113-2019. As per Proclamation Number 332/2014 and 847/2014, CARE Ethiopia is also registered with Accounting and Auditing Board of Ethiopia (AABE) as a Public Interest Entity with Identification No 0000001189 and Registration No CHA/0000000049/10. Invitation to Bidders You are invited to submit a proposal to conduct an audit of CARE Ethiopia-s books of accounts for the period July 1, 2021 to June 30, 2022 and also for subsequent two year pending on availability of funding and also meeting performance requirement. Proposal should be submitted in two separate envelopes: one for technical proposal and one for financial proposal. The proposal of the apparent successful bidder will set grounds for future negotiation. Instruction to Bidders 3.1. Objectives and Scope of Audit The objective of this tender is to have the accounts and related financial reports of CARE Ethiopia office to be audited for the period July 1, 2021, to June 30, 2022 The Scope of Audit is: To conduct a financial audit on books of records of CARE Ethiopia Office in accordance with International Standards on Auditing, donors- requirements, and the relevant Proclamations by Ethiopian Government (Authority for Civil Society Organization Proclamation No. 1113-2019; A Proclamation to Provide for Financial Reporting). To express an opinion on the financial statements of CARE Ethiopia based on the financial audit. 3.2 Eligible Bidders This solicitation is open to any duly licensed auditing firm in Ethiopia which appears on the lists of acceptable auditing firms maintained by AABE. As CARE Ethiopia is required to produce IPSAS compliant Audited Financial Report, auditing firms that have experience in auditing IPSAS/IFRS based accounting is a requirement.
