• IFC is implementing an innovative climatesmart Share Farming Project which is focused on enhancing the commercialviability and sustainability of 1,000ha of land and improving the businessperformance of refugee and host cooperatives in the Somali Region of Ethiopia (the“Project”). The project will enhance importsubstitution, food security, and economic benefits of refugees and hostcommunities. The project is piloting a ‘share farming- model centered around a unionof the existing farmer co-ops comprising both refugees and host communitymembers (OpCo) and a professional farm management Company (ManCo) coming togetherin a mutually beneficial agreement to farm the land, where the resultingproduce will mainly be consumed locally, thereby improving nutrition and foodsecurity of a captive market of 400,000 people of which 40% are refugees and makingthe project commercially viable.IFC seeks the services of a consultancy firm, either based in Ethiopiaor working in partnership with a local firm in Ethiopia, to conduct a baselinestudy to establish benchmarks for project indicators, which will serve as afoundation for a comprehensive result measurement and learning system. Thisstudy aims to verify the assumptions and pre-conditions identified during theproject design phase, ensuring they are accurate and reliable. Additionally, itwill gather both quantitative and qualitative data on the specified indicatorsto provide a clear and objective reference point. By comparing future projectoutcomes against this baseline, it will be possible to assess the additionalityand incremental positive impact achieved post-implementation. This approachwill not only demonstrate the project's effectiveness but also supportcontinuous learning and improvement.Further details are provided in the TOR.
