- Expression of Interest are invited for Baseline Survey for an Impact Evaluation of IFC-s Investment in the Ethiopian Telecom Sector. The Development Impact Measurement department of the IFC seeks to hire a firm to undertake a baseline survey as part of the evaluation of an investment project committed by the IFC to support the rollout of a mobile network in Ethiopia. The baseline survey involves two components: (a) a household survey focused on access to and usage of ICT by adult household members as well as their development outcomes; and (b) a firm survey focused on the use of ICT by micro-enterprises as well as their economic outcomes. The survey will be conducted in targeted regions of Ethiopia comprising Addis Ababa, Dire Dawa, Harari, Oromiya, SNNPR, and Sidama, and shall be representative of urban and rural areas, with the view to survey about 2,500 households and 1,500 micro-enterprises. The baseline survey would prepare the ground for a randomized control trial and, as such, would seek to identify participants in the experiment.
