  • Tenders are invited for Consultancy Service to Raise the Awareness of Potential Migrants, Migrants, Returnees, Policymakers, and the Public at Large on Safe, Regular, and Orderly Migration, Reintegration, and Labor Migration Governance to Help Targeted Groups Understand the Dynamics of Labor Migration. Awareness-raising campaign on promoting safe, regular, and orderly migration and improving labor migration governance in the Horn of Africa Background Labour Migration has always been part of the socio-economic landscape in the Horn of Africa. The region is characterized by the large increase in the number of migrants and refugees globally, mostly due to climate change and environmental degradation, as well as armed conflict and political, economic and food crises. The region is also characterized by its mixed migration flows, mainly comprising of refugees, asylum-seekers, displaced persons, and migrants pursuing family reunification, education or employment. Unfortunately, the men, women and children involved in such flow often resort to unsafe and unorderly means with the use of dangerous modes of transportation and smuggling networks during their journey. Hence, they are mostly exposed to injury, violence, detention, exploitation, and abuse. Irregular migration remains a high concern for the region. Nonetheless, both regular and irregular migrants experience a number of challenges and protection risks at every step of their migration journey. For instance, the Regional Mixed Migration Secretariat (RMMSS), in its 2014 report, documented that, irregular migrants while in transit through Yemen, encounter numerous challenges and risks varying from physical violence, sexual assault, abduction, torture, emotional abuse, discrimination, economic deprivation, detention by the authorities, extortion, trafficking and enslavement, dehydration, starvation and loss of life. The study also highlighted that, in destination countries, both regular and irregular migrants face various difficulties, such as withholding of wages, confiscation of passports, working long hours, poor working and living conditions, physical, sexual, and psychological abuse by their employers. Currently, the prevailing COVID-19 pandemic has intensified these vulnerabilities. The seventh edition of the ILO Monitor: COVID-19 and the world of work estimated that in total, there were unprecedented global employment losses in 2020 of 114 million jobs related to 2019. More specifically, the pandemic has had a distressing impact on migrant workers and their access to decent work. In addition to the immediate public health crisis, response measures including lockdowns and border closure have massively affected the working and living conditions as well as prospects of migrant workers. They are amongst the first to experience job losses and are often excluded from national COVID-19 responses, especially migrant workers engaged in the low-skill and informal sectors. Furthermore, the pandemic resulted in the sudden return and repatriation of migrant workers, without operational systems and protocols in place to ensure safe repatriation. The expulsion of migrant workers justified using public health law, subjected returnees to stigmatization and discrimination in both country of destination and origin. Further to the above-mentioned difficulties, there is limited awareness of migrant workers on their rights, migration procedures, the situation in destination countries, roles and responsibilities of government agencies as well as the employment opportunities available in the country of origin. The ILO baseline reported that knowledge on services provided to migrant workers is mainly created and disseminated through word of mouth and that more than half of all potential and return migrant respondents in the survey were not aware of any migration services. Hence, increasing awareness among migrant workers, potential migrant workers, and returnees on available services aimed at ensuring their protection is a key aspect. Awareness should also be built to ensure that a welcoming environment is created for returnees within the local communities and stigmatization and discrimination are avoided. In light of this, the ILO, through its the United Kingdom Foreign Commonwealth & Development Office funded project entitled "Better Regional Migration Management", aims to raise awareness on promoting safe, regular, and orderly labor migration and to initiate attitudinal changes to returnees in order for them to be able to work and improve their lives, based on the skills they have acquired abroad using different media programs, including mass media. To this end, the ILO Country Office for Djibouti, Ethiopia, Sudan, South Sudan, and Somalia is seeking to hire a qualified consulting firm to develop various promotional materials and communication products for raising awareness in the Horn of Africa. The services required from the firm include the design of awareness-raising strategy and implementation, which includes the production of promotional materials and print advertising, as well as organizing campaigns through radio and television advertisements, documentary films, etc. The firm should gather up-to-date information on the migration and reintegration process. The firm will work in partnership with the ILO for technical content required for the provision of information on technical issues.
