- Expression of Interest are invited for Consultancy Services to Develop the African Union Investment and Treasury Policy The Development of investment policy framework shall be guided: on strategic approach, analysis and trends, governance (normative and administrative), development agenda and Growth overtime. Furthermore, the policy shall include following components: Scope and purpose of the Treasury and investment policy and its governance structure. The financial instruments that AUC can invest in. ie Analysis of investment types, markets, and characteristics of eligible investment instruments. Strategy, asset allocation, appropriate performance benchmarks and investment guidelines; foreign exchange management policy and strategy; cash management policy and strategy; investment and foreign exchange exposure limits by financial service provider; The investment benchmark; and any other investment management issues. Design theory of change that integrates value proposition to the impact of the policy. The class of investments in which the fund is to be invested in and the selection criteria for investments within those classes. Development of investment promotion and wealth creation trajectory. The determination of benchmarks against which the performance of the investment shall be measured. Indicators and targets for reporting the investment performance of the investment. Legal, political, and ethical impacts on investment, including AU Code of Ethics and Conduct. The balance between risks and returns in the overall investment portfolio. Development of standards and procedures to the implementation of the policy Analysis and profiling risks on credit, liquidity, operational, currency, market, and other financial risks and mitigation measurements. The evaluation method and periodic performance reporting cycle. Integrating investments with AU development priorities, sustainability, and growth. 5 IPSAS requirements
