- Tenders are invited for Consultancy Services to undertake Conduct Feasibility Studies for Projects it Plans to Launch in the Moyale Area of Ethiopia and Kenya ("The Assignment"). On the basis of the Agreement dated 27th November 2017 between the Federal Republic of Germany and the Intergovernmental Authority on Development (IGAD), hereinafter referred to as the recipient, on Financial Cooperation (the "Government Agreement"), the Recipient and KfW entered into a Financing Agreement. The Financial Contribution is exclusively used for the setup of a Regional Migration Fund ("RMF") and for financing of measures to improve livelihoods and increase social cohesion amongst refugees, migrants and host communities in the IGAD region. IGAD intends to apply a portion of the proceeds of this financing to eligible payments under the contract(s) for which this Request for Proposals is issued. 2. The RMF strives to attain the following outcomes: Increase employment for host communities and migrants in transit locations in crossborder areas along major migration routes (Investment Window 1); Enhance the social and economic inclusion of refugees and host communities in protracted displacement situations (Investment Window 2). Contribute to the evolution of IGAD's Migration Policy Framework based on the lessons learned in implementing Area-Based Development (ABD) in cross-border and protracted refugee settlement areas. 3. Through this National Competitive Bidding process, IGAD intends to contract a consulting firm ("the Consultant") to conduct feasibility studies for projects it intends to undertake in the locality of Moyale in both Ethiopia and Kenya side ("the Assignment"). 4. IGAD now invites proposals from eligible and qualified firms to provide the following consulting services (hereinafter referred to as "Services"): Lot 1: Feasibility study for the rehabilitation of an abattoir in Moyale - Kenya. Lot 2: Feasibility study for the construction of Abattoirs in Moyale-Ethiopia [Somali] and [Oromia]. 5. Consultants will be selected under Quality and Cost-Based Selection (QCBS) procedure, as described in the sections of the Bidding Document accompanying this Tender Notice. Bidders are advised that these procedures of National Competitive Bidding, are governed by the KfW's "Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non Consulting Services in Financial Cooperation with Partner Countries, January 2021" https://www.kfw-entwicklungsbank.de/International-financing/KfWDevelopment-Bank/Service/Procurement-Regulations/ . 6.
