- Tenders are invited for Consultancy to Support the Integration of Measures for Secure & Fair Land Ownership Right in to National Agricultural Investment Plans. In 2014 African Governments adopted the Malabo Declaration as a recommitment to the Comprehensive Africa Agriculture Development Programme (CAADP) that was adopted in 2003 through the Maputo Declaration. The Malabo Declaration and the CAADP serve as continental frameworks for transforming agriculture in African Union (AU) Member States. The National Agriculture Investment Plans (NAIPs) or CAADP National Agricultural and Food Security Investment Plans (CAADP-NAFSIPs) serve as a mechanism through which the Malabo Commitments and CADDP are implemented at the country level. AU Member States develop their own strategies that are country-specific in order to increase agricultural productivity. The seven (7) Malabo commitments made are as follows: recommitment to the principles and values of the CAADP process; recommitment to enhance investment finance in Agriculture; commitment to Ending Hunger by 2025; commitment to halving poverty by 2025, inclusive agricultural growth and transformation; commitment to boosting Intra-African Trade in agricultural commodities and services; commitment to enhancing resilience in livelihoods and production systems to climate variability and other shocks; and, commitment to mutual accountability to actions and results. The CAADP Biennial Review (BR) reporting process allows AU Member States to measure their progress towards attaining predefined targets that are associated to particular commitments under the Malabo Declaration. In addition, the BR process allows for mutual accountability in agriculture among AU Member States. To ensure evidence-based and accurate reporting, Member States have to improve data collection, analysis and management systems to enhance Monitoring and Evaluation Systems. One of the performance targets under commitment three of the Malabo Declaration focuses on land tenure. This target is measured by indicator that is the proportion of adult agricultural population with ownership or secure land rights over agricultural land. The target is to ensure that 100% of farmers and agribusinesses interested in agricultural production have rights of access to the required land. The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) program 'Strengthening Advisory Capacities for Land Governance in Africa (SLGA)' was put in place to improve expertise in land on the continent. The SLGA program is part of the special initiative 'One World, No Hunger' of the German Federal Ministry for Economic Cooperation and Development (BMZ). It contributes directly to achieving the initiative's objectives under the Action Area "promoting responsible land use and improving access to land". To strengthen human and institutional capacities for the implementation of the AU agenda on land, the African Land Policy Centre has established a Network of Excellence on Land Governance in Africa (NELGA) in cooperation with the SLGA. Access to and secure rights to land in Africa is critical for agricultural development. Due to the importance of land rights and governance to African countries' agricultural growth, the SLGA program undertook studies in several African countries including Namibia, Gabon, Zambia, Zimbabwe, Eswatini and Botswana. The studies were meant to provide an in-depth country analysis of the status of land policy and land governance in the context of the Malabo Declaration to support the development of a successor (or 2nd generation) NAIP in targeted counties and included a presentation on the status quo, possible shortcomings and recommendations to the country team responsible for NAIP development and formulation. Similarly, the African Land Policy Centre (ALPC), the AU's conduit for delivering initiatives on land policy and governance on the continent, undertook a project in several African countries that were meant to ensure that selected AU Member States have NAIPs/ CAADP-NAFSIPs that integrate land related issues. Similarly, the Rural Development Division of the African Union has been providing advice to Member States through the CAADP Biennial Review Process on the need to ensure that issues related to land tenure rights are reported. Against this background, the SLGA is seeking to recruit a consultant to support the process of performing several tasks that will ensure that NAIPs integrate land tenure and governance aspects. This will imply that NAIPs will increasingly address impediments related to land that hinder agricultural development in AU Member States. The assignment's main objective is to support the SLGA program in conducting an evidence-based, gender-sensitive and inclusive study on the integration of land governance in National Agricultural Investment Plans. Furthermore, the assignment will support selected countries to integrate land within their NAIPs and provide suggestions on how NAIPs can better align to the Malabo Declaration, CAADP framework, the UN Food Systems Summit, as well as the AU Agenda on Land. This assignment is meant to support countries to integrate responsible land policy measures and secure and fair land ownership rights into national investment plans. The consultancy will be funded by BMZ, through the GIZ SLGA program.
