SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. Interested firms are hereby invited to submit expressions of interest. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will receive notification. Provide information on the qualifications of key staff. * Terms of Reference for the development and production of marketing prospectus for the Sugar Sector I. Background The Government of Ethiopia has adopted the Home-Grown Economic Reform agenda in an effort to increase the participation of the private sector in the economy and to enhance efficiency. The Government is implementing a wide range of macro-economic reforms including privatization and State Owned Enterprises (SOEs) reform, fiscal policy, tax policy and administration, and sectoral reforms to lay the ground for the successful implementation of the Government-s economic reform agenda towards promoting private sector investment in Ethiopia. Accordingly, the Government has been undertaking in-depth studies and reform actions on the Sugar Corporation, which is one of its largest State-Owned Enterprise. The Government has conducted the necessary feasibility studies, environmental and social impact assessment and asset valuations and is currently working with a transaction advisor to initiate the privatization of some of its sugar estates. The Government has requested the support of the WB to engage a marketing and branding firm to develop and produce a marketing prospectus for the sugar estates. II. Objective The main objective of this assignment is to develop a complete marketing document that includes information, graphs, pictures, brochures and other instruments as necessary covering 10 sugar estates in Ethiopia. The consulting firm will be provided with all the literature and pictures of the sugar estates and the task will be focused on working with this information to create a very attractive marketing material that can easily be shared to investor community. III. Scope of Work The consulting firm is expected to: 1. Develop a complete marketing document for the 10 sugar estates that include information, graphs, pictures etc. The marketing document should be developed in a format and structure that makes it easy to share (such as infographics, etc) 2. The marketing document should also have a preamble where information on the general investment opportunities in the country will be highlighted. 3. The consultant is expected to advise the client on the selection of language to communicate information contained in the larger document that will be used to identify information to incorporate in the marketing document. As such, a very good understanding of the addressable market and potential audience is important. This information will be shared with the consultant at the start of the engagement process of the task. 4. The consultant final work product should also allow the client to make the necessary adjustment with ease to communicate the information to individual investors. Moreover, the final document should have the capacity to be used as a standalone document where if individual sugar estates where to be promoted, the document can be adjusted with relevant information at the preamble that can be transposed to individual marketing document with specific sugar estate in mind. 5. The maximum number of pages for the marketing document, in a pdf or PPT format, will be 30-50, where each estate - depending on the information that is needed to be included on the document is limited to 2-5 pages. IV. Deliverables (i) A marketing development document for the 10 sugar estates of the Government of Ethiopia in print and electronic format. (ii) Advise to the client (the Ministry of Finance) on the appropriate communication and marketing tool and language. (iii) All deliverables will be submitted and approved by the Government counterpart before submission to the World Bank. V. Qualifications • A firm with at least 5 years- experience in market and brand development • Experience working in Ethiopia and/or with Ethiopian clients • The consulting firm must present its qualifications and the list and qualification of its key staff that will be working on this assignment • The consulting firm must present sample of previous work done that is relevant to the scope of work in this terms of reference • Proficiency in graphics design, infographics and appropriate software and digital technologies; and • Proficiency in English • Excellent computer literacy including standard office applications such as MS Office packages Excel, PowerPoint, Word, etc. VI. Duration of assignment The duration for this assignment is one month from the signing of the contract.
