Assignment Description Ethiopia is the second largest refugee-hosting country in Africa. Refugees face significant constraints toward accessing productive employment. To help overcome some of these constraints, the World Bank Group (WBG) will support the Government of Ethiopia (GoE) in providing a comprehensive package of services and financial assistance called the Employment Promotion and Protection (EPP) that will help connect refugees to economic opportunities. A pilot program, targeting about 5,000 refugees, will be delivered through a private service provider (SP) in two locations (near Asosa and near Jijiga) for a total of two years. The EPP pilot will be accompanied by a comprehensive impact evaluation (IE) that aims to understand program effects on beneficiaries and host communities. This selection is for a consultant firm to implement the IE baseline data collection in two refugee hosting areas. Objectives The objective of this EPP IE baseline data collection is to obtain detailed information on the population of refugee households in both areas where the EPP pilot will be rolled out. The data collection will likely focus on Sherkole Refugee Camp in Benishangul-Gumuz region and Kebribeyah refugee camp in Somali region. In each location, the data collection will consist of the following: Establishing a roster of all households in each location, possibly by conducting a census; administering an in-person household survey on a randomly chosen subset of the population; providing information, possibly in the form of a video, to a randomly chosen subset of the population; administering another in-person follow-up household survey on a randomly chosen subset of the population. Qualification Criteria · 1. Provide information showing that they are qualified in the field of the assignment. · 2. Provide information on the technical and managerial capabilities of the firm. · 3. Provide information on their core business and years in business. · 4. Provide information on the qualifications of key staff.
