  • Tenders are invited for End of Program Evaluation Performance-Based Financing for Health in Oromia Region, Ethiopia. Bid closing date: October 31, 2022, at 4:00 PM (International time) Bid opening date: No Specific Opening Date and Time Region: Addis Ababa Background Cordaid (Catholic Organization for Relief and Development Aid) is a Dutch, international nongovernmental organization that combines 100 years of experience and expertise in emergency aid and structural poverty eradication. Currently, Cordaid with funding from The Embassy of the Kingdom of The Netherlands in Ethiopia is implementing a 4-year PBF project in the Jimma and Borena Zones in Oromia Region, Ethiopia, as well as a 1-year PBF project in the North Achefer woreda in West Gojjam Zone in Amhara Region, Ethiopia. The overarching objective of the PBF program is "Improved availability and accessibility of good quality healthcare at primary and secondary level in Jimma and Borena Zones (Oromia Region, Ethiopia) and North Achefer Woreda (West Gojjam Zone, Amhara Region, Ethiopia), and a stronger health system at large, which supports the progressive realization of Universal Health Coverage (SDG target 3.8) in this geographical area". The objective of this consultancy The overall objective of the end-of-program evaluation is to generate knowledge from the Cordaid Performance Based Financing (PBF) for Health program experience which will be useful in collaborating with and supporting the Federal Ministry of Health in scaling up PBF in Ethiopia. This evaluation will focus on the implementation period starting January 2021 and should be in line with the mid-term evaluation methodology. The overall purpose of the Evaluation is to assess the processes and achievements made to draw lessons that will inform the continuation of the program, either in its current form or in scale-up. The evaluation is intended to be forward-looking which will capture effectively lessons learned and provide information on the nature, extent, and, where possible, the effect of the PBF program on the Government of Ethiopia (or the Federal Ministry of Health/Regional Health Bureaus and Cordaid's engagement with the Federal Ministry of Health/ Regional Health Bureaus). The emphasis on learning lessons speaks to the issue of understanding what has and what has not worked as a guide for future planning. The scope of the consultancy The evaluation will look at the following areas: Program management; Program activities; a reflection of PBF program engagement and partnerships with the Government of Ethiopia (all levels) and partnerships with other development partners (where possible). It will address the results achieved, the partnerships established, as well as issues of capacity and approach. Outputs/Deliverables The following deliverables are expected: 1. An inception report, outlining the key scope of the work and intended work plan of the analysis, tools, and evaluation questions, 2. A draft comprehensive report that will inform all the key stakeholders including: Representatives of the Government of Ethiopia (Federal, Regional and Zonal); The Embassy of the Netherlands Cordaid (Both Country team and Global Office); 3. The Final Report: The content and structure of the final analytical report with findings, recommendations, and lessons learned covering the scope of the evaluation should meet the requirements of Cordaid reporting Required Education and Experience: The main Evaluator shall have the following expertise and qualification: At least a master's degree in Public Health with a focus on Health Economics and extensive knowledge and expertise in public health within the team; Other relevant advanced university degrees: Public Policy, International Development, Development Economics/Planning, Economics, Program Evaluation (M&E); Extensive expertise, knowledge, and experience in the field of program formulation and evaluation; Have a valid consultancy license for Ethiopia Fluent in English.
