  • Tenders are invited for engage a Consultant to provide social study services in preparation to a Free Prior Informed Consent (FPIC) process for the Aysha III site Ethiopia Wind: Pre-Tender Free & Prior Informed Consent (FPIC) · SOLICITATION NUMBER: 0002005946 · INSTITUTION: IFC · ASSIGNMENT LOCATION: Ethiopia · ISSUE DATE AND TIME: Dec 15,2023 13:53 · CLOSING DATE AND TIME: Jan 04,2024 23:59 IFC-s PPP Transaction Advisory Department has been engaged by the Government of Ethiopia to support the implementation of up to 275 MW of grid-connected wind installations at two sites (Aysha III in Somali Regional State and Debre Birhan in Amhara Regional State) on a PPP basis. IFC intends to engage a Consultant to provide social study services in preparation to a Free Prior Informed Consent (FPIC) process for the Aysha III site (the implementation of the FPIC process itself is not part of the scope). The objective is to reach a detailed understanding of the social; economic; traditional governance and livelihood conditions of the local communities; to provide a sound basis for further implementation of FPIC. Services will be delivered for the most part at the Project site in Aysha and will include: 1.Baseline studies:2.*Identify all groups; including both IP and non-IP groups that will be potentially affected by Project impacts at the Aysha III site;*Describe their economic; social; socio-political; cultural; linguistic characteristics;*Identify relevant representative bodies and organizations; including customary groups such as council of elders; with legitimacy to represent the different affected parties in the future consultation and FPIC exercise; and assess their inclusiveness with regards to specific groups such as women and the youth;*Map institutional and traditional organizations with formal and informal authority in the region defining their level representativeness; interest and influence in relation with the project in the area of influence;*Understand customary and other community decision-making processes relevant to the future consultation and FPIC exercise;3.Social impact analysis:4.*Considering the baseline studies; estimate the level of expected direct and indirect economic; social; cultural (including cultural heritage); and environmental impacts on IP and non-IP groups (land acquisition; construction phase impacts and nuisances; noise and shadow flicker in operations);*Identify environmental and social impacts that may require special attention during the ESIA process considering the characteristics and sensibilities of the IP and non-IP groups identified during the baseline studies.5.Preliminary consultations:6.*Through a process of “learning by doing” the Consultant will help develop the capacity of EEP in regard to informed consultation and participation as part of the FPIC process. *With the participation of EEP; conduct preliminary sensitization of key stakeholders; including as a minimum local authorities and representatives of the Issa Clan; on the substance and steps of the FPIC process and seek their feedback on adequate organization and arrangements *Support EEP in conducting preliminary consultations with IP and non-IP communities in the Project Area of Influence[1]; as well as with other stakeholders; on the Project and on processes for further consultation and participation;7.Report: on the basis of the above; prepare a report outlining:8.*Baseline socio-economic information on potentially affected groups;*Key outcomes of preliminary consultation;*A roadmap for further consultation and the FPIC process.
