- Tenders are invited for External Auditor Service for CBM Project. Project Title: SI-Jobs - Improving Vocational Education and Livelihoods for Youth and Young Adults with Disabilities (SKILLS Project) Reporting Entity: Ethiopian Center for Disability and Development (ECDD) Contracting Authority: CBM Christoffel-Blindenmission Christian Blind Mission e.V. Country Office Ethiopia Introduction The present document and the annexes listed in section 9 represent the Terms of Reference (‘ToR-) in which CBM Christoffel-Blindenmission Christian Blind Mission e.V. Country Office Ethiopia (hereinafter referred to as the Contracting Authority) agrees to engage ‘the Auditor- to perform an audit of the funds received and payments made by the Ethiopian Center for Disability and Development (ECDD), (hereinafter referred to as the Reporting Entity), incurred within the BMZ co-financed contract, as mentioned in the TOR. The ToR will become an integral part of the contract signed between the Contracting Authority and the Auditor. Background CBM is an international Christian Disability and Inclusive Development Organization, committed to improving the quality of lives of persons with disabilities and those at risk of disability in the poorest countries of the world. CBM, through its long-lasting experience (113 years) in developing and strengthening partnerships, has contributed to technically and financially supporting its partners, in order to holistically empower persons with disabilities and their families as well as those at risk of disability, to lead a fulfilling and dignified life in an inclusive society. The Reporting Entity has received funds from CBM to implement the project named on the coversheet of these ToR. The funds transferred by CBM to the Reporting Entity are co-financed by the German Ministry of Economic Development and Cooperation (BMZ). Therefore, the funds need to be disbursed in accordance with BMZ rules and regulations. The donor has been provided with annual reports related to the funds the Reporting Entity received from CBM and the disbursement of these funds. Objectives of this external audit are: 1. To express an opinion on the project financial statement for the following reporting period: annual audits for the years 2021, 2022, 2023 and a final audit, covering the entire duration of the project (01/07/2021-31/12/2024). The different audits are subject of a framework contrac For each individual audit, the Auditor shall receive a separate contract.
