- Expression of Interest are invited for Firm to advise on Time and Motion Study of Digital Public Infrastructure in Ethiopia. · Issue Date and Time: Aug 23,2023 05:44 · Closing Date and Time: Aug 30,2023 23:59 The World Bank Group-S Identification for Development (id4d) Initiative Harnesses Global and Cross-Sectoral Knowledge; World Bank Financing Instruments; And Partnerships to Help Countries Realize the Transformational Potential of Identification (Id) Systems; Including Civil Registration (Cr). The Aim is to Enable All People to Exercise Their Rights and Access Better Services and Economic Opportunities in Line with the Sustainable Development Goals. This is Especially Important as Countries Transition to Digital Economies; Digital Governments; And Digital Societies; And Inclusive and Trusted Id Systems are Key to Ensure the Benefits are Realized by All as Well as for Safeguarding privacy.though Originally Developed for Industrial Manufacturing; The Tms Method is Applicable to Processes in a Variety of Sectors. id4d is Conducting a Series of Tms Related to Digital Public Infrastructure (Dpi); Including Digital Identification; Digital Payments; And Data Exchange with the Goal of Identifying Impactful Use Cases and Quantifying Potential Benefits. In each Study; id4d Works with Partner Entities in a Given Country to Identify Sectors (for Example; Banking) and Business Procedures (for Example; Onboarding a New Customer) that have the Potential to Incorporate Dpi but do not yet Use It. The Studies Capture ‘Status Quo- Quantitative Data; And then Work with the Partner Organizations to Lab-Test Realistic Dpi Integrations for a ‘to-be- Scenario. The Results can Serve Two Purposes: They Offer Evidence-Based Estimates of Potential Savings Which can be Used to Promote Dpi Adoption; And They Provide Baseline Values for Future Analysis of Actual Impact.id4d is Piloting its First Dpi Tms in the Philippines; With a Focus on the Philippine Identification System (Philsys); Which was Established in 2019 as the Country-S First National Id System. The Study; Which is Anticipated to Finish in September 2023; Examines How Philsys can Replace Manual Identity Verification Procedures in the Financial; Social Protection; And Municipal Government Sectors; And What the Approximate Temporal and Financial Savings of These Switches will Be. Based on Lessons Learned during this Study; id4d will Launch its Next Dpi Tms in Ethiopia. The Government of Ethiopia has Launched a Five-Year Program (2021 - 2026) to Introduce an Inclusive and Trusted Foundational Id System; Led by the Prime Minister-S Office (Pmo). It will be Known as “Fayda;” Which Means “Value” in Many Local Languages. The Aim is to Accelerate Ethiopia-S Transition to an Inclusive and Resilient Digital Economy; Society; And Government; Including Expansion of Social Safety Nets; Financial Inclusion; And Modernizing Healthcare delivery.implementing the Ethiopia Dpi Tms will Require Knowledge of Local Languages and Contexts; So id4d will Issue a Separate Tor for a Locally-Based Firm in Ethiopia to Conduct Data Collection and Analysis. However; Central Coordination and Guidance is Necessary to Ensure Rigorous and Comparable Results for this Series of Studies across Countries. id4d is Therefore Seeking a Global Firm to Train the Local Firm; Guide Their Work; And Quality Control the Resulting data.full Tor is Attached The Wbg Reserves the Right to Publicly Disclose Contract Award Information, including but not Limited to, Name of Company Receiving the Award, Brief Description of Services, and Contract Award Amount, for Any Contract Award Valued over Us$250,000.
