  • Ethiopia-spublic extension system offers extensive agricultural information and training,but remote rural smallholders—especially women—still struggle to accessup-to-date knowledge. The 8028 Farmer Hotline, launched in 2014 by theAgricultural Transformation Institute (ATI) and partners, is an InteractiveVoice Response and SMS platform providing tailored agronomic advice. Despiteits reach, only about 20% of callers are women. Expanding women-s access to theHotline could help close the gender gap in agricultural extension and improvetheir outcomes. Innovative solutions are needed to better reach women farmers. TheWorld Bank-s Africa Gender Innovation Lab (GIL) has partnered with the ATI toimplement three distinct studies in Ethiopia to improve the accessibility andrelevance of the Hotline to female farmers. Study 1: To address women-slimited phone access, the study will test incentives for men to share theirphones. Study 2: To overcome market and institutional barriers, thestudy will test if monetary incentives encourage women to call the Hotline. Study3: The study will test if women are more likely to use the Hotline whencontent is tailored to their needs. TheWorld Bank research team seeks a survey firm to conduct a screening survey offemale farmers who have used the Hotline once in the past year, and malefarmers who have used it at least once. The survey will take about 10-20 minutes depending on whether the respondentscreens into the study or not. The firm will be responsible for: • Activity 1: Planning datacollection procedures.• Activity 2: Translating,testing, and formatting the electronic questionnaire in Amharic, Oromiffa,Sidamigna, Somali, Tigrigna, and Wolaytigna.• Activity 3: Preparingand delivering enumerator training and materials. • Activity 4: Recruiting,contracting, and paying experienced enumerators and supervisors (with researchteam approval). • Activity 5: Implementing thesurvey using tablets and providing logistical support.
