- Tenders are invited for Impact Evaluation of Revenue-Based Finance Pilot in Ethiopia The firm will support GILs impact evaluation by providing technical assistance on revenue-based financing to participating financial institutions throughout the project cycle. Key aspects of the technical assistance include: Co-design of the RBF product, in collaboration with the individual financial institutions; Co-creation of necessary internal processes and tools for participating financial institutions, such as application forms, evaluation criteria, financial models, and marketing materials; Development of a process for reliably monitoring the revenues of participating firms, including possibly sub-contracting with a relevant technology provider; Evaluation and selection of applicants for RBF financing; Training of loan managers and other relevant staff and development of in-house capacity to continue offering RBF products after the conclusion of the project; Sharing of portfolio data, support for GIL data collection, and collaboration on research outputs. Summarizing the above work in the form of a toolkit that can be used by other financial institutions interested in offering a revenue-based financing product. The bulk of the assignment is expected to take place between Q2 of 2022 and Q4 of 2023. Selection Criteria Interested firms are invited to provide information demonstrating that they have the relevant skills and experience to perform these services. The shortlisting criteria include: (i) a proven track record in the design and delivery of innovative financial products for MSMEs; (ii) experience supporting women entrepreneurs in overcoming constraints to growth; (iii) a thorough understanding of the Ethiopian MSME sector and the regulatory environment in which it operates; (iv) the capacity and legal ability to carry out advisory work for financial institutions in Ethiopia.
