  • Expression of Interest are invited for Institutional Capacity Development Support This Eol aims at selecting a firm to provide technical, advisory and training support to MOLSA to strengthen its systems, operations and enhance the skills of the workforce quality implementation of social protection programming/policies. Scope of the Services The Scope of the Consultancy Services includes, but not limited to: Developing Institutional capacity development strategy for the human and physical assets, utilization of community based structures, training needs, feasibility support system/package, strengthening mechanism of inter-sectoral and intra-sector coordination and collaboration mechanisms down to the kebele level. Developing quality planning, periodic monitoring and reporting systems down to the Wereda Offices of Labour and Social Affairs (WOLSAs). Developing functional skills, knowledge, relevant attitudes and practices that include the development of appropriate training guidelines with modules for MOLSA, the Regional Bureaus of Labour and Social Affairs (BOLSAs) and WOLSAs that include developing: guidelines for trainers with details such as, length of training, number of participants and trainers required per session, who the training is intended for (category of staff and level), how frequent the training should be provided etc. modules for implementing components of existing social protection programs (primarily UPSNJP/RPSNP) this can draw on existing 21-Jun-2021 for materials and program implementation manuals modules/guidelines on the monitoring and evaluation framework, undertaking quality monitoring and data collection, and planning and reporting processes modules for professional skills development such as report writing, collecting data, using communication tools, using certain software such as excel etc.), networking and conflict resolution etc. Providing a series of Training of Trainers (ToTs) on all training guidelines and modules/materials to select MOLSA, BOLSA staff (who will become master trainers) and action plan for cascading trainings to WOLSA and Kebele level staff. The firm should introduce some level of innovation to the way trainings are provided. For example, training applications, interactive tools etc. Any use of technology or other training innovations should be appropriate, practical, cost effective and sustainable for the context.
