- IPSAS Conversion among Four LHPs (local humanitarian Partners) As Ethiopia declares the International Public Sector Accounting Standards (IPSAS) as a legal requirement for reporting basis nationwide, the program would like to convert the existing reporting standard to IPSAS among the following listed 4 LHPs: 1. Afro Ethiopian Integrated Development (AEID) 2. Afar Pastoralist Development Association (APDA) 3. Community Initiative Facilitation and Assistance (CIFA) 4. Wako Gutu Foundation (WGF) Scope of the Work • Conduct Gap analysis and develop Road map for IPSAS implementation • Exercise a detail diagnosis and identify gaps for IPSAS adoption. • Analyze all relevant aspects - capacity, policies, procedures, regulatory, information system/ software etc. including review of existing chart of accounts and alignment with IPSAS adoption. • Develop comprehensive road map with specific actions, timeline incorporating all relevant aspects as above. • Further support LHPS in consultation with external auditors to get unqualified audit opinion with regards to IPSAS conversion including standards that are not effective yet and can allow early adoption and thereafter incorporate the comments given and finalize the financial statements. • Develop financial manuals/guidelines/ templates/ checklists as required to guide IPSAS implementation. • Develop training materials • Train finance staff and other relevant personnel for IPSAS adoption
