  • Expression of Interest are invited for Process Evaluation of the Urban Productive Safety Net and Jobs Project (UPSNJP) The consulting services (“the Services”) include all aspects of the UPSNJP project implementation processes and procedures in a sample of the 83 UPSNJP cities. It will cover (i) all 6 subprograms, (ii) the targeting and GRM that are common to several of them, and (iii) the process and procedures in all oversight and technical support providing committees applied in project implementation. To assess the UPSNJP project implementers' compliance with the processes and procedures established in the project implementation manual (PIM). The process evaluation will identify what works and what does not work, as well as ways to improve the implementation of the UPSNJP. The process evaluation will assess the efficacy of specific phases in the delivery chain of the various subprograms of the UPSNJP (intake, assessment of beneficiaries, delivery of services, payments, etc.), while identifying constraints that implementers may face with procedures described in the PIM. The process evaluation may lead to: A revision of the PIM in order to improve processes; and/or The provision of additional training or increased capacity building (including perhaps more funding for operational activities, additional equipment, additional communications, clearer guidelines, etc) so that implementers are in a better position to implement the processes as they have been agreed in the PIM.
