  • Expression of Interest are invited for Procurement of Consultancy service to undertake a study on GRM effectiveness for EIO The main objective of the service is to: To assess the effectiveness of the GRM system that has been developed over the past several years and indicate the actual and potential contribution of PBS III and ESPES AF capacity building support for the results achieved, covering both the EIO and regional /woreda GRM offices. To review the effectiveness of the existing GRM system, whether or not the system is responsive, and analyze if there are any gaps in the legal framework, capacity of the EIO/GRM system, at federal, regional and local levels and in the level of public awareness on the GRM system and their trust to come to the offices to resolve their complaints. To review the existing grievance recording and monitoring mechanisms for progress and resolution of issues and recommend on areas where it requires improvement. To assess whether the grievance handling processes at all levels are fair, informed and respectful to the appealing citizens and organizations and are being managed according to the standard GRM operational manual to review the extent to which the GRM Operational Manual which has been operationalized by regions and woredas and particularly the extent to which complaints related to basic service delivery sectors and DP supported projects have been addressed by the GRM system and the readiness of the system to take, investigate and resolve such complaints. To review the EIO/GRM report and provide analysis by major complaint cases and provide depth analysis on “resolved”,“ pending" and "escalated" cases and assess if feedback is given to the complainant on timely bases, and assess the perception of complainants on their satisfaction on the GRM system Review FTA-SA-GRM linkage mechanism and propose on how to better coordinate the linkage.
