- Expression of Interest are invited for Procurement of Individual Consultant for the Preparation of Monitoring and Evaluation Manual Scope of the consultancy service Conduct detail review of the five years plan of INVEA to understand the assignment, Prepare an inception report on roadmap for implementation of the assignment, outlining the proposed approach to the assignment. Develop a strategy to undertake the assignment, Conduct detail discussions with concerned directorates, , experts and other concerned staff to undertake the assignment properly, Develop smart monitoring and evaluation strategy, which is cost effective and easily track the changes observed at INVEA, Develop a monitoring and evaluation strategy which can easily track and identify the satisfaction of beneficiaries, stakeholders and which can show the limitations of the Agency, Present the M &E framework to the concerned INVEA staff, Provide hard and soft copy of the documents to the Agency. The assignment needs highly qualified and competitive individual consultant with the following experience: The consultant should have advanced university degree (Masters or PhD) in Public Policy, Strategic Planning, Demography, Economics, Statistics, or any other related field of study, Minimum 12 years of experience (for Masters holder) and 10 years of experience (for PhD holder) in developing monitoring and evaluation frame, monitoring and evaluation, coaching & mentoring, Priority will be given for consultants who have experience in CRVS, Strong programme design, planning, monitoring, evaluation, and report writing skills, Ability to integrate international experiences, and methodologies,, Flexibility to adapt to any subsequent changes in the terms of reference
