  • Expression of Interest are invited for Provide Affordable Mixed-Use Housing Units and to Gather Additional Inputs to the Prepared Model to Make the Project More Attractive to the Private Developer 2.1. Federal Housing Corporation (FHC) Housing Development Project in Addis Ababa. i. Mixed-use Apartment buildings (commercial and residential) which have 13-25 floors are expected to be developed by private sectors at six project sites located in three sub-cities (Gulele, Kirkos, and Lideta) of Addis Ababa. The plot area of each site is between 2,890 to 5,940m2 (detailed technical descriptions will be included in the Request for Qualification (RFQ) or Request for Proposal (RFP) documents). ii. The private party that will be selected through an open competitive bidding process will be required to design, build, finance, operate, maintain, and transfer the apartment buildings over the project PPP contract duration between 25 and 30 years (Model changes or improvements will be communicated through the RFQ/RFP documents). iii. The FHC will collect rental fees from residential tenants and the entire amount thus collected will be paid to the private party in the form of semi-annually or annuity payments. In addition to obtaining semi-annually or annuity payments from FHC, the private party will also collect rentals from commercial unit operators, parking charges as well as advertisement rentals. iv. The apartment buildings which will be built at three project sites located in the city center will have more number of commercial floors than the residential floors, as they are located in the central business district and the apartment buildings at the other three project sites located outside the city center will have more number of residential floors than commercial floors. 2.2.Ethiopian Broadcasting Corporation (EBC) Housing Development Project. i. 22 apartment buildings (Basement ground floor + 8 floors) at a single project site located in Kolfe Keranyo sub city will be developed by the private party. The apartment building will be developed on a mixed-use basis and will comprise both residential and commercial units. ii. The private party that will be selected through an open competitive bidding process will be required to design, build, finance, operate, maintain, and transfer a certain number of housing units to the contracting authority (one of the basis for the RFP competitive offer). The contract duration of the project will be 25 years including the construction period. iii. The private party will have the right to sell the remaining housing units after transferring the agreed number of housing units to the Ethiopian Broadcasting Corporation for its return on investment and to make a reasonable profit during the duration of the PPP agreement.
