Tenders are invited for Provision of Baseline Survey Consultancy Services. Baseline Survey Consultancy Assignmentfor the Ethiopia Human Rights Commission ETHIOPIAN HUMAN RIGHTS COMMISSION (EHRC) Ethiopian Human Rights Commission (EHRC) is an independent federal state body established as per the Federal Constitution and reporting to the House of Peoples- Representatives as a national human rights institution with the mandate for promotion and protection of human rights (Article 55/14 of FDRE Constitution cum Proclamation No. 210/2000, as amended by Proclamation No. 1224/2020). Objectives of the Assignment The purpose and objective of this assignment is to undertake a baseline survey in order to establish initial values for all the proposed indicators at overall objective and outcome levels of the EHRC new strategic plan 2021-25. Based on the baseline values, the Commission will be able to set targets for performance and results of its work for the next five years. This will also enable the Commission to monitor and track progress and achievement of changes brought about due to EHRC work under the nine programme areas elaborated under the strategic plan. Moreover, it will support learning from the work the Commission does during the strategic plan period and make any necessary changes.
