  • Tenders are invited for Qualitative Research for Innovations in Financing Women Entrepreneurs: Seeking Firm for Full-Time Work (3 Researchers for 18 Months) Investigating Women's Disadvantages in Entrepreneurship in Ethiopia Assignment Description The World Banks Gender Innovation Lab (GIL) seeks to identify effective policies to address gender inequality in Africa, particularly by promoting womens economic opportunities and social empowerment. One strand of that research focuses on identifying constraints faced by women-owned firms and evaluating new approaches to empowering Ethiopias women entrepreneurs. This work responds to evidence of a gender gap in entrepreneurship, with male-owned firms consistently outperforming their female-owned counterparts. This inequality is rooted in a number of gender-specific constraints faced by Ethiopias women-owned businesses (Profiting from Parity, World Bank 2019). Led by GIL staff, Innovations in Financing Women Entrepreneurs (IFWE) is a five-year project to pilot, scale up, and evaluate new approaches to empowering Ethiopias women entrepreneurs. IFWE acts as a catalyst for evidence-based innovation by designing interventions that provide women entrepreneurs with the knowledge, tools, and confidence to succeed, and by deploying technical and financial innovation to overcome collateral constraints. IFWE pilots new products and services to support women entrepreneurs, including interventions such as mobile business training, psychometric credit scoring, a digital mentorship platform, and mental health messaging support. All IFWE pilots are accompanied by research studies which use impact evaluation or other methodologies. This work will be complemented by an extensive qualitative research effort that will combine longitudinal data collection to investigate the social dynamics that underlie womens disadvantages in entrepreneurship with targeted data collections that examines entrepreneurs reactions to specific IFWE pilot products and services. The Gender Innovation Lab is seeking to contract a research firm with extensive qualitative research experience in Ethiopia to conduct 14 months of longitudinal data collection and 4 months of targeted data collection on IFWE pilots, for a total of 18 months of data collection. Longitudinal data collection will take place in Addis Ababa and Hawassa, while pilot data collection will take place in Addis Ababa and other cities as needed. All data collection will take place between approximately October 2021 and April 2023. Data collection activities will include 14 months of monthly interviews with a cohort of 24-30 female entrepreneurs, and additional interviews as needed with members of the focal entrepreneurs networks. Data collection for pilots will be determined on a case by case basis as pilots are identified and data collection plans developed. Research assistants will be expected to work full-time on this assignment for 18 months. The firm will be responsible for: Activity 1: Recruiting and hiring 3 highly skilled RAs Activity 2: Managing all data collection logistics including safety, transportation, and lodging Activity 3: Conducting all qualitative data collection, with continuous supervision by the World Bank Activity 4: Ensuring data quality and security Activity 5: Transcribing audio recordings of interviews in English, and submitting comprehensive typed field notes in English for all observations Activity 6: Participating in monthly debriefs Activity 7: Producing monthly data collection reports for each month of longitudinal data collection Activity 8: Producing data collection reports for the 4 studies of pilot products/ services Expression of Interest Deadline 26-Aug-2021 at 11:59:59 PM (Eastern Time - Washington D.C.)
