  • Tenders are invited for recruit a National Consultant to develop a comprehensive training manual and provide training for the criminal bench judges on handling cases involving transboundary and grave crimes Project Title: Supporting Criminal Justice Reform in the Federal Supreme Court of Ethiopia Consultancy Services. Bid closing date: Nov 17, 2023 10:00 AM Bid opening date: No Specific Opening Date and Time Region: Addis Ababa Bid document price: 200.00 Birr SCOPE OF THE WORK OR ACTIVITY A rapid assessment of the specific training needs in terms of knowledge and skills of the potential trainees, within the scope of transboundary and grave crimes; Develop a comprehensive training module on handling of cases of transboundary and grave crimes such as human trafficking, money laundering, cybercrime, genocide, crime against humanity, war crime; Provide training for Federal judges on the handling of cases of transboundary and grave crimes using different interactive and creative adult training methods; Collaboratively work with international consultant; Undertaking other related tasks as directed by the FSC. QUALIFICATION Master's Degree (MA or LLM) in Human Rights, Criminal Law, Criminal Justice, Criminology, International Law, and Transitional Justice or in a relevant field is required. A Ph.D. in any of the above areas or in a related field would be a distinct advantage. In all cases an undergraduate degree in law/ legal studies is a requirement. GENERAL PROFESSIONAL EXPERIENCE AND SKILL The consultant shall have at least ten years of relevant professional experience in law, Previous experience working within or with the Ethiopian criminal justice environment would be a distinct asset; Experience in undertaking similar work, with testimonials, including recommendations and letters of acknowledgement for participation in similar assignments; The ability to render consulting services in the most professional, effective, and efficient manner; Experience in establishing strong working relationships with a wide range of stakeholders; The ability to work with minimal support and supervision; Advanced computer literacy and full working knowledge of Microsoft Office and similar applications are required; Fluency in English, both written and spoken, is required Fluency in Amharic both written and spoken, is required Excellent writing and presentation skills. SPECIFIC PROFESSIONAL EXPERIENCE At least 3 years prior work experience in transboundary or grave crimes, or on human rights, international crime and transitional justice are required; Publication of at least 3 peer reviewed research articles or book chapter on a reputable journal is required; Experience working in the Ethiopian criminal justice system (as a judge, prosecutor, or practitioner/lawyer) is an advantage; Experience working in criminal justice sector reform in Ethiopia is an advantage; Experience in similar training and consultancy service would be an advantage.
