  • Expression of Interest are invited for Recruit Project Management-Project Lead- FDRE Job Creation Commission Urban Productive Safety Net and Job Project (UPSNJP) The Jobs Creation Commission is a public and federal institution established under the Prime Minister Office in Ethiopia since 2019, with a mandate to govern, monitor, and coordinate all government and non-government efforts in creating jobs. The Jobs Creation Commission works specifically on: ( Identifying and designing new job creation opportunities; (i) Building a coordination-platform for all job creation initiatives in Ethiopia; (ii) Developing and implementing sectorial jobs strategies; (iv) Formulating and adopting policies that favour job creation, private sector development, and the bridging of skill mismatch in the Ethio pian Labour Market. The reform involves the establishment of a new PES structure with three levels of hierarchy National Employment Agency, clusters/regioal offices and job centres. The job centers will actas a single-window of service delivery for all job seekers either (i) looking for wage-employment or (ii) aiming to start their enterprises or (iii) looking for employment overseas, and in addition, the job centres will provide (iv) services for employers. The Consulting Service (The Services) includes leading the management team responsible for supervising the establishment and operations of the pilot job centers and clusters/regional offices. He/she will coordinate different partners to ensure that offices have the required infrastructure, equipment and human resources to begin operations within a pre-specified timeline. Subsequently, the project lead will be responsible for monitoring the operations of the job centres to ensure effective and efficient service delivery, including by monitoring the process of service delivery, reporting and communication mechanisms within and between the offices, communication with clients, data collection process etc. The project lead will communicate with the JCC and other stakeholders on the work accomplished the identified problems and the necessary corrective actions. The Project lead will have the following main duties and responsibilities: Prepare an implementation plan for the pilot job centers and clusters/ regional offices, in cooperation with the JCC. Supervise the preparatory phase i.e. before opening the offices (refurbishment and procurement, recruitment and training, setting up the communication channels and reporting mechanisms, communication campaigns etc.). This may require frequent visits to the site, Supervise the job centers during the service delivery phase (service delivery to clients, reporting mechanism within and between offices, information collection, performance evaluation, etc.). This may require frequent visits to the site, Supervise junior members of the management team (analysts), Submit monthly reports on work accomplished, identify problems and issues to be addressed and propose corrective actions. Provide various written financial outputs, e.g. statements, projections, etc. Support the evaluation team by providing any information required. Develop a scale-up plan based on the learning's from the pilot. Liaise regularly with project stakeholders, particularly with the Urban Job Creation and Food Security Agency (JOBFSA) and the Project Coordination Unit (PCU) Perform other duties as required. The assignment will be a one-year contract, with a possibility of extension upon satisfactory performance of the consultant. Required Competencies A Bachelor's degree in business administration, management, economics or a related Field required. A Master's degree in business administration, management, economics or a related Field highly desired. A minimum of 7 years of progressively responsible experience in project management, including the implementation of organizational structure change required. Experience in Employment Services is highly preferred. Demonstrated ability to efficiently and effectively lead international teams of Consultants required. Experience coordinating and implementing activities related to the Labour market and social protection desired. Experience working in Africa or other developing countries desired. Fluent written and oral communications skills in English and Amharic required. Software: Proficiency in standard word processor, spreadsheet editor, and presentation applications such as Microsoft Office required. Teamwork: Excellent interpersonal skills, with proven ability to work in an intercultural environment required. Client orientation: Ability to advise, influence and promote consensus among different stakeholders in the face of conflicting demands or directions required. Job Creation Commission now invites eligible individual consultants/Specialists to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Qualification and Experience as project lead and specifically in World Bank financed project and their capability on the basis of academic background, general and relevant experience, and knowledge of local condition. The attention of interested Consultants is drawn to Section V para 5.1 to 5.6 of The World Bank Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 and revised July 2014 (*Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. A Consultant will be selected in accordance with the individual consultant selection method set out in the Consultant Guidelines.
