The Project has Specific Objectives
Establishing secure and simple to use Driving License and Vehicle Registration Databases
Introducing highly secure driving license cards and vehicle registration document
Establishing central and regional site servers to ensure a reliable and robust system.
Improving reliable traffic penalty management and control system
Establishing modern driver testing centers in different locations (Traffic complex construction)
Establishing a help center, and
Integrating drivers' training schools and vehicle inspection centers with transport offices.
To meet these objectives, the project will involve the procurement of works, goods, and consultancy services which will facilitate the following main activities:
Development and installation of driver licensing system, re-registration of current drivers with ten fingerprints, and replacement of existing driver's licenses with modern security driver's license documents.
Development and installation of vehicle registration system, re-registration of vehicles with vehicle chassis numbers, and replacement of the existing vehicle registry documents by secure unified vehicle registration documents.
Construction of nine driving test complexes and installation of CCTV systems for 16 existing and new traffic complexes.
Design and installation of a driving school management solution.
Development and installation of vehicle inspection management solution.
Development and installation of driver's penalty management system.
Establishment of central and regional data centers
Installation of police mobile solutions for driver and vehicle verification as well as penalty management.
Establishment of a central help desk support solution; and
Capacity building
3. Specific Tasks/Activities
The Senior Procurement Specialist will be posted at the PIU and will work as a PIU team member. He will also work closely with the procurement unit of MOTL and ensure procurement processes are undertaken through MOTL. He/She will be accountable to MOTL and will administratively report to MOTL's procurement unit.
The Senior Procurement Specialist will carry out the following activities in accordance with World Bank Procurement Guidelines and applicable Procurement regulations and procedures of the Government of Ethiopia.
Assist in overall planning, management, and monitoring of procurement activities.
Establish a simplified Procurement Tracking System for the TTMS Project for monitoring Project procurement activities.
Using the World Bank's Standard Bidding Documents, prepare Project Customized Bidding Documents and Request for Proposals (RFP). This should include customized NCB documents and standardized Forms to be used for Shopping Methods.
Assist in the collection of data and preparation of technical specifications for procurement of goods identified in the procurement plan.
Assist in the preparation and publication of Specific Procurement Notices (SPN) to be published in Development Business Online, International Market websites, and/or in national newspapers.
Coordinate and conduct procurement training workshops for the use of different methods provided in the loan agreement.
Assist in the drafting, publishing, and floating of Request for Expressions of Interest (REOI) for consulting services.
In consultation with beneficiaries, prepare and update the project Procurement Plan annually or as needed taking into account the envisaged implementation time and procurement method for each procurable item.
Assist in the assessment of consultants' qualifications and establishment of shortlists in accordance with the Bank's Consultants Guidelines. Follow-up with the short-listed consultants within 10 days of RFP dispatch to ensure their participation in the procurement exercise.
Prepare replies to requests for clarifications made by prospective bidders, in close coordination with the PIU and MOTL.
Assist in the operations of bid opening for the procurement of goods and consultants and in the recording and drafting of the Minutes of bid opening.
Assist in the evaluation of bids, technical and financial offers made for the procurement of goods and selection of consultants under the project.
Prepare bid evaluation reports using the World Bank's standard evaluation template and requirements.
Assist in the preparation and signature of contract documents, reception of securities, and start-up activities of suppliers, contractors, and consultants.
Monitor timely receipt of goods and reports by suppliers and consultants in accordance with their respective contracts.
Assist in procurement correspondence with the World Bank and follow up on all cases for which a "No Objection" is required.
Monitor and ensure timely responses to procurement questions raised by the bank.
Assist MOTL in publishing contract award notice.
Monitor contract management including timely completion of assignments, release of payments, issuing contract amendments, etc. Establish a performance monitoring database for all suppliers and consultants and ensure timely updates of the system.
Prepare annual implementation action plans and periodic procurement progress reports.
Establish a central procurement filling system, and ensure all related documents are included in the respective files. Ensure the proper recording and filling of all procurement documentation of activities that are subject to both prior and post reviews by the World Bank and auditors.
Carry out training and transmission of skills to the PIU, MOTL, and other beneficiary entities staff through hands-on work on procurement activities.
Assist the PIU in the preparation of reports.
Coordinate preparation of post-procurement reviews by the Bank and participate in Bank supervision missions.
Carry out any relevant activity related to project procurement demand.
