- Expression of Interest are invited for Strategic Advisory Services and Technical Assistance to The Independent Regulatory Board (IRB) of The Eastern Africa Power Pool (EAPP). The objective of the assignment is to provide advisory support and technical assistance for the operationalization of Eastern Africa Power Pool (EAPP) regional power sector regulator (Independent Regulatory Board - IRB), drawing upon global experiences and best practices suited to the context of the EAPP. The consultant will make available a strategic advisor and relevant support staff to help identify priority areas of support needed for the operationalization of the IRB in line with the Strategic Plan, including advising on regulatory instruments and the institutional design. The assignment will include evaluating the IRB and EAPP strategic and action plans to identify priority actions for operationalization, drafting of documents and briefs to engage key stakeholders, identifying capacity building needs of IRB, and outline the scope of additional work needed for a functional regulator, etc. The work will include significant travel to IRB's Headquarters to provide in-person technical assistance, advice, and supporting tasks to IRB. Prior experience in regulatory institutional strengthening in Sub-Saharan Africa is desired.
