  • Expression of Interest are invited for Study of Socio-Economic Characteristics of Mobile Populations in Ethiopia. Previous household surveys showed better than expected performance on monetary welfare but still very poor human development outcomes in pastoralist areas. That raised questions about whether nomads are underrepresented in the household surveys thereby understating poverty in these regions. If not, then there is a clear need to understand better why the non-monetary indicators haven`t improved commensurate to the progress observed on monetary welfare. Thus, the World Bank plans to conduct a study that (i) is representative of the pastoralist population in Ethiopia and (ii) captures more information on the demand and supply side constraints to access to services among pastoralists communities to better understand the lack of commensurate improvements in non-monetary welfare indicators. The study will involve undertaking a survey to obtain socio-economic data of mobile populations. This survey will be implemented using sampling techniques more appropriate to mobile populations such as the random geographic cluster sampling (RGCS) and survey instrument more tailored to mobile populations. It will be complemented by qualitative data collection through Focus Group Discussions (FDGs). The study should cover all pastoral regions in the country, including be Afar, Somali, low-land Oromia, Gambella and Southern Nations, Nationalities and Peoples (SNNP) regions. The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. NOTES Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted. Attachments Optional TOR File Qualification Criteria 1. Provide information on the qualifications of key staff including the survey and data entry managers
