  • Expression of Interest are invited for Supply Voucher Intervention Targeted Drought Affected Households. Mercy Corps is an international humanitarian and development organization whose mission is to reduce suffering, poverty, and oppression by helping people build secure, productive, and just communities. The organization has been operating in Ethiopia since 2004, working in rural, peri-urban and urban areas in five regional states: Somali, Oromia, Afar, Southern Nations Nationalities and Peoples, Amhara and Addis Ababa City Administration. We engage in both development and humanitarian work, and seek to integrate approaches, programs, and geographies as much as possible. Our partners include government, academic institutions, development and private sector actors, civil societies, and participating public. Shocks and stresses are a frequent occurrence in the lowlands of Ethiopia. Environmental shocks, including drought, flooding, Desert locust, animal, and human disease outbreaks, alongside conflict shocks, often undermine the development gains made at household and market levels. Recent droughts have ravaged the lowlands regions, resulting in widespread livestock loss and income drops. Incidents of violence and recurrent inter-ethnic conflict are also prevalent, creating downstream disruptions, including destruction of livestock assets, market closures, food shortages, displacement, and psycho-social trauma, which negatively impact resilience capacities and all aspects of individual, household, and community well-being. The current drought outbreak in Somali has further weakened the coping capacities of the low land communities. This situation is already creating huge problems for populations in these areas. Large numbers of people are facing lack of animal feed, milk production is estimated to be below normal levels which is severely impacting household nutrition, food sufficiency and the decline in livestock condition means households are unable to sell their animals and purchasing power has dropped. Considering the situation, the drought related shocks and stresses must be addressed timely to reduce the impact through integrated drought response. Mercy Corps implementing Feed the Future USAID funded Resilience in Pastoral Area (RiPA) north program is exploring mechanisms to support selected drought affected pastoral HHs to reduce the impact of shocks to program targeted communities. RiPA team field level assessment in program targeted areas, Government and NGO joint assessment report, government pre harvest assessment report and extensive government reports released indicated the critical importance of immediate response intervention. Livestock feed supply is one of the priority support areas identified in the selected woredas of the Somali and Oromia regions. Hence, RiPA is planning to supply livestock feed/fodder partnering with private sector actors to highly drought affected households through livestock feed vouchers in order to save reproductive herds and mitigate the risk of livestock mortality. Therefore, this EOI is developed to select interested feed/fodder suppliers to drought affected areas that will be distributed/marketed to target communities using feed/fodder vouchers that will be distributed to target HHs.
