- Tenders are invited for Survey of Ethiopian Civil Servants 2023. The World Bank now invites technical and financial proposals from eligible firms to implement the survey planned of civil servants in Ethiopia. Ethiopia is facing multiple crises due to domestic conflict; external and climate shocks; and the legacy of previous policies. Effective; adaptive public institutions; buttressed by robust GovTech; will be central to responding to these intertwined challenges. The project is supported by the World Bank-s Bureaucracy Lab team to implement an initial baseline diagnostic of the Ethiopian Civil Service to better identify and place the project-s identified challenges and objectives. The aim will be to examine factors that influence HRM; and the attitudes and experiences of government employees in the civil service of Ethiopia. An in-person survey will be conducted across major federal; regional and Woreda level agencies with ~3000 civil servants and civil service applicants.
