- Expression of Interest are invited for Technical Assistance to Institutionalize Capacity Development in Ethiopias Productive Safety Net Program (PSNP5) The overall objective of this consultancy is to provide ongoing technical assistance to the Government of Ethiopia to modernize the rural safety net program and improve its systems. These systems are in various stages of development and include digitization of management information, developing and operationalizing a shock-responsive safety net, social and environmental safeguards, monitoring, evaluation and learning, financial management and procurement, and enhanced livelihoods support. It also includes technical assistance to the government to manage its own capacity development program for effective PSNP delivery at federal, regional and district (woreda) levels. The consultancy will work very closely and support the PSNP Government Implementing Institutions including Ministry of Agriculture (MoA), Ministry of Finance (MoF), National Disaster Risks Management Commission (NDRMC), Ministry of Labour and Social Affairs (MoLSA) and Ministry of Health (MoH). The duration of the assignment is four years with base period of two years with two one-year options to extend. Options are subject to continuation of the business needs and satisfactory performance of the selected firm.
