  • Tenders are invited for Terminal Evaluation of Rural Livelihood Enhancement Project Wereillu Movement for Ecological Learning and Community Action (MELCA Ethiopia) is a non-governmental, non-profit making indigenous organization founded in 2004. The organization recently re-registered with the Agency for Civil Society Organizations on the 14 of November 2019 in accordance with Civil Society Organizations proclamation No. 1113/2019 having a registration number of 0048. MELCA-Ethiopia operates in 5 project offices in 4 regional states (two in Oromia, one each in SNNPR, Amhara, and Gambella Peoples Regional States). The organization has the vision to see healthy and prosperous people, who preserve their bio-cultural diversity, and the mission is focused on working for healthy ecosystems, resilient communities, and critical young generations through developing and institutionalizing innovative approaches and experiences. Its core values include integration of culture and environment, traditional and scientific knowledge system, intergenerational learning, and celebrating diversity. MELCA-Ethiopia has received funding from Protestant Agency for Diakonie and Development for Bread for the World (PADD-BFW) project entitled "Rural Livelihood Enhancement Project" for implementation in Amhara region, South Wolo Zone, Wereüllu woreda with three and half years duration starting from May 2018 focusing on promotion on Agroecology practices and Eco-friendly Livelihood Improvement interventions. As the ending period of the project (December 2021) is approaching, the organization plans to use the proceeds of the Project fund for hiring consultancy services to undertake external end evaluation of the project. 2. Objective of the assignment The main objective of the evaluation is to assess the achievement of the project in line with the target set Project and to identify the factors that have contributed towards the achievement of the expected results as well as factors that have impeded the progress of the Project. The evaluation will also assess the relevance, efficiency and effectiveness impact, and sustainability of the Project. In general, the consultant is expected to adopt the evaluation of the OECD-DAC standards with the necessary contextualization with the project - mainly the evaluation questions should take into account and respond to the OECD DAC Criteria 3. Applicants are required to meet the following: Be legally registered and have a renewed license for the current fiscal year, Have a successful track record of handling project evaluation tasks, Capable of commanding a sufficient number of competent experts in the fields of the assignment, Availing of competent female experts has an advantage in the selection process 4. Duration of the Assignment. The consultant needs to prepare and submit a schedule for undertaking the task. 5. Location of the Assignment: South wollo Zone, Woreillu woreda 6. How to Apply: Interested applicants are invited to collect the TOR from MELCA Ethiopia's Head Office in 5 working days, from Monday to Friday, 8:30 AM - 5:00 PM, starting from the date of the appearance of this advertisement, and shall be required to submit the quotation within 10 days of the announcement on the newspaper. The proposals should clearly be marked as technical and financial proposals separately in person with WAX SEALED ENVELOP with "Original" and "Copy" of the quote to MELCA Office until 3rd September 2021, before 5:00 P.M and late quotes shall not be considered.
