  • Request for proposals are invited for Transit Job Advertisment in Addis Ababa Sida Funded Li-Way Project I.Background Mercy Corps in partnership with other Organizations is implementing Livelihood Improvement for Women and Youth (LI-WAY) project funded by SIDA in Addis Ababa. The LI-WAY program will be implemented for a five-year period. The aim of the program is to contribute to sustainable poverty reduction, improved gender relations and social stability in Addis Ababa. Specifically, the program aims to improve the livelihoods of 200,000 poor people, of whom at least 50% are women and 75% young people within the age group of 15-29, by increasing incomes, more employment opportunities and better working conditions in Addis Ababa. The major sector areas selected, after a thorough market assessment and analysis for implementation, are 1. Micro enterprises; 2. Labor market; 3. Growth sectors; and 4. Skill sector. As part of building strategic relationships with potential partners in the intervention area and strengthen partnerships to implement the identified interventions. LI-WAY planned to support effective job matching services can help LI-WAY target groups to get more quality and quantity jobs and low cost and accessible job information and help employers to find more appropriate staffs. With a potential partnership with a City Bus Service providing Institution LIWAY anticipates to introduce a systemic change in the way job adverts are made in a way that serves the best interests of low income Women and youth in Addis Ababa. The business model of this potential partnership entails on-boarding of a vibrant private implementing partner (private agency with proven experience in job match making and facilitating job information exchange) which leases some of the digital screens and facilitate the Information on jobs for LIWAY target groups. II.Goal The purpose of this announcement is to use the platform as enormous opportunlty in facilitating accomplishment of job matching services using the potential that anticipated Bus Service Enterprise has in partnership with private employment agency which will bring an excessive leverage in achleving greater reach to the low income women and youth in Addis Ababa. III. Methodology and Date The advertisement mechanisms selected through Daily monitor, Reporter Newspapers, and Ethio Jobs. The total days for proposal submission is 10 days. IV. Deliverables · Standard Templates for Proposal Development will be shared. · All documents will be collected form applicants. · Documents will be reviewed on relevancies bases for selection of potential applicants. v. Cost Share As this is a sub-award arrangement in Mercy Corps Context, applicants are expected to contribute resources (share the costs) required for the implementation of the proposed activity. The cost of the proposal should provide detailed costs for each line item, explain all unit costs. VI. Deliverable Timeline Submit proposal as per proposal template before due date of application. Pitch the proposal after submission date within one week. Overall process of submission will be completed within ten (10) days. VII. Eligible Applicant and Experience The private employment agency should: · Have legal and renewed license and formally registered and proven experience in job matching service provision using technologies that supports the objectives of LI-WAY. · Technically and financially capable of designing and implementing workable business model for job matching through transit job advertisement intervention. · The parteners hoteles cerning to contribute cost share a certain proportion from the total cost based on the negotiation. · Be a local organization, defined as an entity organized or recognized in accordance with the laws of Ethiopia. · Willing to use adaptive business model in Job matching service provision. · Have proven track record on using technology (both on-line and off-line) for jobs matching services or an agile/proactive technology user for all the pertinent functionalities required for Job Matching service provision. · Provide job readiness and work ethic orientations for low and semi-skilled LI-WAY target job seekers. · Deliver job information with differ ent communication methods like visual, voice and using different language bases on customer interest. Collect CVs in an innovative ways and deliver job matching service with employers. · Contribute on improving the quality and quantity job information. Please use the below template (Annex 1) to submit your proposal. Annex 1 A Standard template for Livelihoods Improvement for Women and youth (LI-WAY) Programme Proposals submission Size: maximum of 10 pages (excluding cover pages and annexes) Contents: 1. General background (problem statement) · This section should address the issue in concern (at National level in general and at Addis Ababa city in particular). It should also indicate how the issue in concern affects women and youth's access to employment opportunities and their income/livelihoods. · More emphasis should be on what are the problems and why? Who are affected by the problem and why? Objective (Proposed changes in the issue) Under this section, explanation/description of changes envisioned/ anticipated as a result of this intervention will be presented. Implementing partner This should provide a brief introduction of the proposing/implementing partner organization including its experience, capacity and incentive related to handling the proposed issue in concern. The focus should be on why the organization considers itself better than other similar/competing organizations in the business model proposed. Why it is not doing the proposed activity by itself so far? The intervention modality A brief business model on how the intervention is planned to be Implemented (conventionally - methodology). This section should also Include the roles and responsibilities all parties involved, Expected results/outcomes of the interventions Under this section, changes in the systems (if any) and/or at the target groups' level (young women and men and adult women) will be described As the LI-WAY programmes aims to sustain the results and scaling up of tested Interventions, the results at scaling up phase is also expected to be included. Resources required (including own contribution and LI-WAY cost share) The LI-WAY programme does not provide grants. The programs works with those market actors who have incentives from and capacity to implement the proposed interventions/activities. For this reason, all proposal submitting implementing partners are requested to contribute the resources required for the implementation of the proposed activities. 7.Feasibility of the proposed intervention Explain/describe the feasibility of the proposed intervention to ensure the sustainability 8.What anticipated risk (if any) affects the success Describe the risks (if any) in terms of social, economic, political, and environmental or any other external factors. 9.Time period (Work plan attached) VIII.
